It may seem a sub-prime time for an arts magazine to make its debut, but two were launched this week. The title of Horizon Review, available free via the website of the poetry imprint Salt (saltpublishing.com), consciously echoes that of Horizon, the showcase for new writing edited by Cyril Connolly in the 40s.
